Topic 3A: 美国公共图书馆的服务及相关政策Public Library Services and Related Policies

摘要:美国公共图书馆已成为美国人免费获取各种信息的中心。公共图书馆在美国人生活中所起的重要作用使它成为整个社会必不可少的一部份。我们很难想象一个没有公共图书馆的城市将会是怎样一种状态。我的演讲从我的图书馆所在地布鲁克林区的简介开始,逐步深入到美国五大公共图书馆之一的布鲁克林图书馆的多样化具体化和人性化服务。其中包括对不同年龄群体,儿童,青少年,成年人,老年人和特殊需要群体的定制服务。重点介绍对青少年的各项服务,如暑期阅读,课外活动,外展服务,以及义工和实习的机会。通过相关政策对图书馆发生的案例进行讨论,包括图书证,计算机,费用,紧急关闭和其他用户导向的服务所适用的规章制度。另外还包括图书馆员的专业发展,评审和晋升等方面。在此基础上展示一幅以提供服务其顾客具有不同教育,经济和文化背景的宽度为焦点的大型城市公共图书馆的快照。此外,本演讲意在建立一个中美两国图书馆员分享经验和观点的论坛,以弥补两国之间的差距。最重要的是,探讨合作机会,以扩大公共图书馆服务范围,提高服务质量,并增加使用率为最终目的。

 

Abstract:Americans have traditionally been turning to public libraries for free access to information and resources. The role public libraries plays in promoting and providing access to information is so essential to its citizens and the advancement of the society as a whole that it is almost impossible to image US cities without public libraries. This presentation gives an overview of the Borough of Brooklyn, one of New York City’s five boroughs, and the Brooklyn Public Library, one of the city's three public library systems. As the fifth largest public library in the United States, the Brooklyn Public Library provides rich resources and well-planned programs serving the needs of its diverse patrons. The presentation focuses on customized services to various age groups, including children, teens, adults, seniors and groups with the special needs. It includes detailed information on demographics, collections, and programs, such as Summer Reading, outreach, as well as volunteer and internship opportunities. Related policies are discussed via case scenarios that include library cards, computers, fees, emergency closing and other user-oriented services. Other topics cover the areas of librarian professional development, promotion and evaluation. The presentation presents a snapshot of a large urban public library with a focus on the depth and width of the services it provides to its patrons with varying educational, economic and cultural backgrounds. Furthermore, this presentation aims to create a forum for librarians in the United States and China to share experiences and ideas, to bridge gaps between nations and people, and most importantly, to explore opportunities for partnerships to enrich services to their users.
