Topic 4A: 公共图书馆的评估和专业发展 Public Library Assessment and Professional Development

摘要:图书馆的评估是成功的图书馆管理的重要组成部分。它是一种方法也是一个过程,它是图书馆界密切研究以确定何为图书馆用户提供有效服务的方法。本讲座将首先介绍评估的文化,它的定义及目的,为什么图书馆需要行绩效评估,及有那些领域或范围需要评估。本讲座也会提供美国公共图书馆较常用的评估模式,评估的方法,评估的工具,量的范围,及如何使用评估的方法。一个成功的图书馆评估工作可以帮助提升图书馆的整体服务,也可以提高对读者服务的工作效率,进而丰富了民众的经验及民众的生活。

良好的职前教育和训练有的图书馆工作人员是一个成功的图书馆管理和运作的必备条件。虽然图书馆工作人员拥有一套专业技能是很重要的,但更关键的是在这快速变化的图书馆和信息服务的环境下这一套专业技能要能够透过专业发展不断的升级。本讲座将首先定义图书馆的专业发展及其目的和需求。同时也会介绍图书馆专业馆员应拥有的核心职业能力,支持专业发展的各种继续教育的计划方案,各图书馆的人力资员办公室在专业发展上能扮演的角色,以及一个统筹图书馆的馆长的责任和必备的专业技能。一个成功的图书馆服务是取决于其专业的质量,越的图书馆服务将会丰富民众的生活。

 

Abstract: Library assessment is an integral part of successful library management. It is a means and process that libraries are examining closely to determine how well they are serving users. This presentation will introduce the culture of assessment, its definition and purpose, why libraries perform assessments, and the areas that need to be assessed. It will provide a general overview of evaluation models, assessment methodologies, available tools and standards that public libraries in the U.S. most commonly use to measure their performance, and how to work with assessment methods. A successful library assessment stands to improve overall service quality and increase the efficiency of direct library services to users, and thus enriching their experience and lives.

Well educated and trained library professionals and staff are vital to successful library management and operations. While it is important that librarians and staff should possess a certain set of skills, it is even more crucial that their skills are continuously improved through professional development programs in the fast changing environment of library and information services. This presentation will define professional development in the context of library operations, its purpose and the need for such programs. It will introduce core competencies that library professionals must maintain, various continuing education and in-service training programs that support professional development, the role that the library human resources office can play, and the responsibilities and skills that a library director must retain. A successful library service depends on the quality of its professionals, which in turn will enrich the experience of their users through excellent service.
